The Foss
Although 109 was uncivilized when Mr. Huang arrived, that does not mean it was uninhabited. There lived nomads who called themselves Foss. They were very wary of teachers, systematic government and their promises, but one thing they did believe in and respect were mathematics, knowledge and the seven jewels. Neither the PTB nor the teachers had much contact with the Foss, but Mr. Williams had told Mr. Huang that the Foss had some direct knowledge of the seven jewels that the PTB would never understand. He called it revelation, and only people who lived like the Foss received it.
The Foss were never interested in becoming 109 citizens, but Mr. Huang allowed them to live in 109 in peace. Often seeking them out for advice, he admired the simple, mystical way of life they led, living off the land and avoiding disputes between nations. Strangely, they struck the number zero from their number system because they said that number "carried darkness within it."
